The Secretariat serves as the operational engine of the organization, working under the direct leadership and oversight of the Executive Secretary. It is responsible for translating the strategic vision set by the Board of Directors into actionable, high-impact outcomes. It oversees the day-to-day implementation of all organizational programmes, initiatives, and daily operations. By providing regular operational updates and comprehensive progress reports to the Board, the Secretariat maintains organizational accountability, aligns routine workflows with overarching strategic priorities, and drives continuous organizational growth.
Profile of the Executive Secretary
Dr. Charles R. Majinge was appointed by the Governing Board as the inaugural Executive Secretary of the Pan African Alliance for Transparency and Rule of Law (Patrol-Africa), effective 1st September 2026.
An Advocate of the High Court of Tanzania, senior legal scholar, and international lawyer, he brings extensive policy and leadership experience spanning the United Nations, academic institutions, and global governance and policy bodies. His career centres on advancing public international law, international criminal justice and human rights law, the rule of law and transitional justice, conflict prevention, and humanitarian-development-peacebuilding initiatives in complex settings.
